The Uganda Communications Commission (UCC) is Uganda’s statutory regulator for telecommunications, broadcasting, postal services, data networks, and emerging digital platforms. Founded under the Uganda Communications Act of 2013, UCC ensures a competitive, high-quality, and consumer-friendly communications environment nationwide

UCC is the founding parent of UICT, and our collaboration serves as a foundation for building a resilient, knowledge-based ICT ecosystem in Uganda. This strategic alignment advances UICT’s mission to deliver top-tier ICT education, applied research, and capacity development .
🎯 Key Areas of Collaboration
1. Infrastructure & Lab Development
UCC has significantly funded and commissioned state-of-the-art labs at UICT—including multimedia, telecommunications, electronics, computer engineering, and AVR labs, as well as a Pearson VUE certification centre—spending over UGX 1.4 billion to modernize our training environments
2. Curriculum Alignment & Capacity Building
UCC actively collaborates with UICT in shaping relevant curricula, offering regulatory guidance, organizing industry-led staff training, and empowering students with the latest technological knowledge
3. Research & Emerging Tech Innovation
Together, UICT and UCC have launched groundbreaking initiatives, including our AVR Cluster Center for advanced STEMI learning and research in 5G, IoT, cybersecurity, and other 4IR domains
4. Digital Literacy & Community Outreach
Under UCC’s Rural Communication Development Fund (RCDF), UICT trains and certifies community “Digital Change Agents” monthly via remote and on-site programs. Over 50,000 Ugandans in 95+ districts have been digitally enabled through this strategic outreach
5. Innovation Events & Competitions
UCC supports UICT in organizing hackathons, innovation challenges, and pitch bootcamps—creating platforms that empower student-led solutions to become commercially viable and socially impactful
