Dr. Fredrick Kitoogo, PhD (Computer Science – AI, ML & NLP) Principal, Uganda Institute of Information and Communications Technology (UICT)
It is my great honor to welcome you to the Uganda Institute of Information and Communications Technology (UICT) — Uganda’s premier public tertiary institution dedicated to digital skilling, innovation, and ICT-driven development.
At UICT, our mission goes beyond traditional teaching. We are committed to equipping our students with future-ready skills that not only prepare them to excel in the digital economy, but also empower them to actively contribute to Uganda’s digital transformation journey at regional and global levels.
🌍 Partnerships & Global Reach
UICT is proud to be one of only 12 Digital Transformation Centres (DTCs) worldwide, established in partnership with the International Telecommunication Union (ITU). We also collaborate with organizations such as the Japan International Cooperation Agency (JICA), enabling our students to access international internships, business linkages, and opportunities to work both remotely and abroad.
Through our Innovation and Incubation Hub, students and lecturers gain hands-on experience, mentorship, and exposure to real-world projects that foster entrepreneurship, creativity, and job creation.

🚀 Creating Opportunities, Not Just Jobs
Beyond training, UICT nurtures innovators who can create jobs rather than wait for employment. Through our National ICT Innovation Hub, students gain practical experience in business process outsourcing (BPO), the gig economy, and solution development — opening opportunities both locally and internationally.
🏆 Towards Professional ICT Regulation
UICT is also positioned to become Uganda’s leading skilling and ICT professional regulation body, much like the Law Development Centre (LDC) for legal practice. In the near future, to practice ICT professionally, learners will come to UICT for certification and professional accreditation.
