  1. DEAN MUNENE – Chairperson

Dean Munene is a seasoned business leader and technology strategist with over 14 years of experience helping organizations define strategy, optimize performance, respond to market changes, and unlock long-term value through data analytics, digital transformation, and modernized core systems. As Managing Director of Rutungu Distributors Ltd, a contract distributor for Uganda Breweries Ltd, Dean has leveraged his expertise in bespoke information systems and process automation to drive exponential business growth. Dean holds an MSc in Software Engineering from Durham University, UK, and a BSc in Computer Science from Makerere University, Uganda. His work has impacted major financial institutions, national agencies, and multinational corporations, reflecting his commitment to excellence, innovation, and measurable results.

CHRISTINE MUGIMBA

Christine N. Mugimba is a seasoned strategic, technical, and functional leader with over 22 years of experience in communications regulation at national, regional, and international levels. As Director of ICT and Research at the Uganda Communications Commission, she spearheads high-impact initiatives in ICT strategy, research and development, innovation, and spectrum management. Her leadership has been instrumental in developing UCC’s 5-year digitalization strategy, pioneering research agendas, and fostering innovation through platforms like the Annual Communications Innovation Awards. A registered engineer and member of the Uganda Institution of Professional Engineers, Christine holds advanced qualifications including an MSc in Communications Systems and Signal Processing from the University of Bristol and is completing an Executive MBA at the Rochester Institute of Technology. She is passionate about leveraging technology and research to drive sustainable development, innovation, and excellence in the communications sector.

AMOS MPUNGU

Amos Mpungu is an accomplished ICT leader with 13+ years of experience delivering innovative digital systems, driving data-driven decision-making, and managing complex projects in government and agriculture. As Principal ICT Officer at Uganda’s Ministry of ICT and National Guidance, he leads ICT research, innovation, and knowledge-sharing initiatives that shape national policy and service delivery.
Previously, Amos spearheaded transformative projects at the Ministry of Agriculture, including the National Food and Agricultural Statistics System, Agro Traceability System, and nationwide LAN/MAN infrastructure, achieving significant cost savings and operational efficiencies.

Holding master’s degrees in Statistics and Information Technology, along with CISM and CISA certifications, Amos blends technical expertise, project management acumen, and strategic vision to create secure, efficient, and impactful ICT solutions.

AGNES RWASHANA SEMWANGA

Agnes Semwanga is an Associate Professor in the Department of Information Systems, College of Computing and Information Sciences, Makerere University. She holds a PhD and MSc in Computer Science, and a BSc in Education, bringing over 15 years of experience in information systems, technology education, and academic leadership.

She has served in senior management roles, including eight years as Deputy Principal of the College of Computing and Information Sciences, where she oversaw academic, administrative, and financial functions, spearheaded institutional projects, and contributed to strategic planning and revenue generation.

Dr. Semwanga’s research expertise spans health informatics, ICT4D, systems modeling, e-learning, e-health and the adoption of information systems. She has led and contributed to numerous national and international projects, published widely in peer-reviewed journals and played a pivotal role in developing ICT curricula in Uganda and beyond.

She is a member of various university committees, has served as a judge for the NITA-U eGovernment Excellence Awards, and is committed to advancing ICT solutions that drive development and improve lives.

BARBRA ASIIMWE

Barbara Asiimwe is a seasoned banking and economics professional with over 15 years of experience in central banking, policy analysis, project management, and strategic partnerships. Currently serving as Senior Principal Banking Officer at the Bank of Uganda, she drives regional and international collaborations, policy monitoring, and economic analysis to support Uganda’s monetary and exchange rate objectives.

Her career spans senior roles at the University of Vermont, Vermont Housing Finance Agency, and the Bank of Uganda, where she has led high-impact projects, regional trade negotiations, budget planning, and economic research. Barbara holds master’s degrees in Public Administration and Economics, along with a Bachelor of Science in Quantitative Economics.

JAPHETH KAWANGUZI

Japheth Kawanguzi is the visionary founder of The Innovation Village, Uganda’s leading launchpad for entrepreneurs and innovators. With a mission to create 500,000 jobs, he is redefining Uganda’s innovation landscape by merging technology, talent, and entrepreneurship to solve critical community and industry challenges. He also leads MoTIV, East Africa’s largest makerspace, championing local industry and creativity. A thought leader in startup ecosystem development and corporate innovation, Japheth is shaping the future of work, investment, and impact in Africa—one bold idea at a time.

OCHIRA JOHN PAKONY

John Pakony is an accomplished education administrator and policy expert with extensive experience in managing higher education and training in Uganda. Currently serving as Assistant Commissioner for University Education and Training at the Ministry of Education and Sports, he provides strategic leadership in policy formulation, governance, and oversight of public universities and other degree-awarding institutions.

With a strong academic background—including a Master’s in Institutional Management and Leadership, a Postgraduate Diploma in Human Resource Management, a Bachelor’s Degree in Arts Education, and ongoing studies for a Master’s in Higher Education Management, he combines deep technical knowledge with proven leadership skills. Throughout his career, he has played a key role in developing operational policy frameworks, coordinating national education projects, mobilizing resources, and aligning higher education with industry skill needs. His work extends to serving on governing councils, steering committees, and inter-ministerial initiatives, including his representation of the Ministry at the Uganda Institute of Communication and Technology.

Mr. Pakony is dedicated to advancing Uganda’s higher education sector and ensuring that it meets the demands of a dynamic, knowledge-driven economy.

MUSHIN KAKANDE

Mushin Kakande is an. accomplished legal practitioner and public servant, serving as Authority Councilor for Kawempe North at Kampala Capital City Authority and Chairperson of the Council’s Legal Affairs Committee. A dedicated leader, he combines legal expertise with governance experience to enhance service delivery, legislative oversight, and policy development in Kampala. As Senior Lawyer at Ssempebwa Musa & Co. Advocates, Mushin has successfully represented clients in complex legal matters, including litigation, contract negotiations, corporate advisory, and dispute resolution. He holds a Bachelor’s degree in Law and Justice from Islamic University in Uganda, a Postgraduate Diploma in Legal Practice from the Law Development Centre, and is pursuing a Master’s in Law and Justice at Osgoode Law School. Mushin is committed to integrity, justice, and community empowerment through both legal advocacy and political leadership.

PATRICK KAKEETO

Patrick is an experienced ICT professional with a strong background in systems support, network maintenance, and ICT training. Since 2014, he has served as a Systems Technician at the Office of the Prime Minister, where he ensures optimal performance of ICT infrastructure through installation, maintenance, troubleshooting, and user support. His career spans over 15 years, including roles as an ICT Lecturer at United Media Consult and Trainers (UMCAT), IT Technician at the Ministry of ICT’s Project Implementation Unit, and Computer Laboratory Assistant at UICT. He holds a Bachelor’s degree in Information Technology from St. Lawrence University and a Diploma in Information Technology from UICT. Beyond his professional work, he is actively engaged in community leadership, serving in various roles including Chairperson of the Oratorio at Lubaga Cathedral and Head Laity of St. Andrew Kaggwa Masanafu Sub Parish.
